During play, press ~ to bring up the console and enter sv_cheats 1 and press Enter. Now do it again and enter restart. This will restart the mission with cheat mode enabled. Now during play, press ~ and enter the following:

god God mode
fly Fly mode
noclip No clipping
notarget Enemies can't see you
impulse 101 Most weapons
bot_kill Kill every bot
sv_restart 1 Restart round
restart Restart map with goals intact
maps * List map names
changelevel (map name) Change map; use above code
give (name) Spawn items; use names below
