Getting to the closed off park
You have to make it through the speed weeds located in Fright Fest off the path on the left. Once you make it through the speed weeds the ghost will give you a short cut to get there. You run a rat race fixing the games and then once done you will have the keys to open the employee entrance, just to the right of the chained off area.
