Be sure to make a backup of the file just in case. Now, to start with this use Microsoft Excel to open shiplist.txt file in \assets\spec subdir of the game directory. Modify the settings as you like and save the file.
Starting Prestige
Go to MetaAsstets/ServerProfiles/SinglePlayer/chacter. Try to open the character with notepad you will see a line with
StartingPrestige=50
... and you can increase the number strongly, approximately to 5000000. Now you can buy all ships and supplies.
