Beat the game on Nightmare difficulty.

Unlimited Items:
Beat the game, save it, then load and start. When you start run to the save point, save it, then load and start a new game. You will gain more herb. You can repeat it as many times as you like. This will work for other items such as type 32 film but it will take more repetitions.
