City Buildings - Government Reference Guide

Luckily, town halls and town hall upgrades are all completely free, as you continue to meet population goals and approval ratings. What isn't free is the extensions, which are necessary to grant you access to more buildings and skilled workers. Also remember that government buildings generally increase the land value of all units surrounding it, which is great for concentrating medium- and high-wealth areas.
