Take a picture of the indicated person at the listed location to add them to the "Person Of Interest" collectible category. The (Normal) View mode will highlight any nearby Person Of Interest character and confirm once you have taken a proper picture of them. There are a total of 16 "Persons Of Interest". Many can only be found during select encounters in specific sections of the story.
Frank Algernon West: At any point during the story, simply use the camera to take a selfie. You do not actually need to do this since his profile is automatically unlocked.
Vick Chu: She is automatically unlocked, but you can take a picture of her in Case 6.
Brad Park: After crash landing during Case 1, you will need to defend Brad Park as he opens ZDC containers. Take a picture during the start of the case.
Connor McMann: Following the defense sequence in Case 1, you will escape to the Virago Hotel in the Amazon Food Court. Behind the front desk is Conno McMann. Take a picture during the next defense when Obscuris Soldiers attack.
Darcy: Encountered in the Quarantine Zone in Case 1 after completing your investigation of the area where bodies are on display, impaled on the statue.
Jessa Yatsuda: At the beginning of Case 2, you will encounter Jessa before picking up the vehicle combo blueprint at the parking garage exit gate.
Paula: Once Frank enters the Willamette City Hall Archives in Old Town during Case 2, take a picture of the woman standing near the map.
Isaac Tremaine: After getting ambushed on your way to West Ridge during Case 2, you will wake up in Tom's Compound. Your first objective is to talk to Isaac. Take a picture of him.
Tom Pickton: He is found in the same room (Garage Workshop) in Tom's Compound as Isaac. Take a picture before leaving, but he will remain here.
Kylie Hammond: After leaving Tom's Compound during Case 2, you will find Hammond pinned down at the Willamette Jr. High School courtyard. Rescue her and take a picture while she is helping fellow survivors. Connor and Jessa are also available here.
Jordan Maxwell: After defeating Obscuris during Case 2, you can find her on the ground with Connor and Jessa at the Willamette Jr. High School. Jordan appears later, but this is the first place you can take a picture of her. You can also take a picture of her when you return to Tom's Compound in Case 5.
James Cabellero: At the end of the Willamette Hydroelectric Station infiltration during Case 2, you will encounter the Obscuris Lieutenant in an Exo Suit. Take a picture during the Boss battle. This is your only chance to get a picture of him.
Dr. Diane Blackburne: Once you reach the home where Dr. Blackburne is being held during Case 3, she will explain some of the plot and show Frank West a picture of Dr. Barnaby. Take a picture of Blackburne during the interview sequence.
Dr. Russel Barnaby: During the Blackburn interview in Case 3, take a picture of Dr. Barnaby when you are supposed to scan it for evidence.
Maria Eleanor Raquel Fontana: At the end of Case 4, you will invade the Willamette Army Reserve base and break into the secret Obscuris facility. Before completing the case, you fight Commander Fontana. Take a picture of her during this fight.
Lance Corporal Calder: As you escape the underground at the very end of Case 5, you will see Calder as he throws explosives at Frank from his central platform. This is the first place you can take his picture. You can also take a picture of him during the Boss encounter in Case 6.
