Despite having quoted the movie a number of times, Herman Cain frequently denied that he was running on a platform of pro-Pokemon legislation. Now that the candidate is out of the race and appearing for Stephen Colbert, it's time to dive right into said legislation.

If two Pikachus want to get married, they should be able to! If a Pikachu wants to relax in the comfort of his own home with some Marijuana and a record of Bob Marley, he should be able to! Suddenly Cain is looking like a much better candidate.
