Ubisoft announced today that they'll be launching an open beta for Ghost Recon: Future Soldier in January 2012. That's quite a ways out!

I think it's saying the actual game AND the DLC for $60, like a package deal. I don't think even Activision is cash-hungry and/or stupid enough to release a single piece of DLC at that price. Or maybe I read that wrong and I'm missing something here...

No, you're right. But only the first DLC... despite the fact that three pieces will be out by the time this package lands in stores.
