What do these ratings mean?

It you tell me the best mario kart game. i will awnser buy a ds and mario kart ds. This is the best mario kart ever!!!There have Missions . Full of karts. 12 character . wi-fi connection . some level of the old mario kart (gc luigi circuit, pipe maze, etc)
