What do these ratings mean?

I have played many MMO's in my..gaming career, including World of Warcraft, Guild Wars, Perfect World, w/e you name it I've most likely played it. By far, Guild Wars is the best of any of them that I have played. It features gorgeous scenic environments, wonderful weapon and armor skins, high character customization, and incredible Player vs Player, which is where the heart of the game lies, even though there is extensive Player vs Environment. The game is purely based on skill and teamwork, not quality of gear, as all gear is easily made top notch.
