What do these ratings mean?

this is my first total war game and i love it but there is some flaws that make less enjoyable like the public order **** i mean what the **** that is bull **** like if it is away from the capitol then there mad so when you capture a settlement that is far away from capitol then there never ****ing happy and then they riot and after that they have that civil uprising thing and all your soldiers go out and when you go get it back they get like 1000 troops in there so beside that it has good graphics,good campaign map(besides public order thing), and good gameplay
