What do these ratings mean?

Now i was waiting for FF 12 to come out ever since they announced it and now that i got it i am glad it took so long.first thing it looks awesome great graphics and they did more than great graphics they removed the turn based battles even though i like turned based battles just use to the feel second they got rid of the love story wich is weird for a Final Fantasy title.Bad part is theres no longer the summons were use too no more bahumat, odin, shiva,or ifrit wich sucks cause there cool summons, and the second bad part is the liscense system so if you get a new weapon or armor you have to aquire a liscences first. All in all i loved this game way better then the recent Final Fantasy game they made.
