What do these ratings mean?

I bought this game and I liked it because i can remember the good and old moments of GTA 3 but in better graphics and with new weapons.But i don´ t know one thing, CAN I SWIM IN THIS GAME?
The story is good and the characters are cool, but i can say that this is a good game and you must play it, because good things are just  in 1 moment of yer life.
