What do these ratings mean?

Now this was a fun original game same killing and madness of all other GTAS but also the free aim.I hated that for GTA san andreas they made it so good but this game was made so you cant swim or do anything thats you could do in GTA san andreas.As they said it was deffinatly a giant step down this game was horrible for most of these reasons another reason was the graphics a complete screw up on the graphics.Its like GTA 3 allover again it looked good the vice city came out then it looked really good then san andreas came out then it looked insane then they just completly threw this game in the trash my rating says it all this game was nothing special
