What do these ratings mean?

The Ocean is beautiful so are the women and the cars this city after all has so much of everything the power of being the kingpin makes this place heaven for me hell for the cops. Corruption oh beautiful curruption show no mercy to those who desire to conquere, dont treat others as you would like to be treated that is Vice City.
So much Heaven so much power I wish to go away I cant beleve Im so damm bored of Vice the power the killing the freedom soo much freedom!!! If you ever ask yourself why God dosent give humans the gift of Immortality Vice City is the answer. If only Ive only have gone to San Andreas things would have been different. Its like Ice on the desert or a angel in Hell.
