What do these ratings mean?

This game puts the entire stealth gnre to shame. How long did they spend designing it? 10 seconds? 15? Other reviews compare this game to MGS, which is what caught my eye, but all it did was raise my expectations, and make me long for a real stealth/action game. The gunplay portions are completely pointless, because although enemies are weak, they spawn faster than you can fire. The game brings new innovative ideas to the table, but doesnt implement them properly. The graphics look like Sega Saturn graphics. The plot has just enough cheddar to keep the mouse going through the maze, and suffer the painful playability.
