What do these ratings mean?

This game was pretty retarded. Its more of a battle to find ammo, armor, and stimpaks (things that raise your health) than beating the game. It seems like you never have more than a handful of bullets. My biggest problem is the VATS system. Its quite possibly the dumbest integration into a video game ive ever seen. The VATS system freezes everything and lets you pick which body part you want to shoot. Also enemies cant harm you while youre attacking with it. You pretty much have to use it because manual aim is very inaccurate. Also, enemies detect you way too well. I can be crouching and pretty much just sitting there, and an enemy that is 75 yards away will suddenly spin around and start shooting at me. NOT REALISTIC

+ Great Graphics
- But blurry when you move around
+ Pretty cool story mode
+ With lots of different endings
- But ruined by the stupid gameplay
- VATS system is absolutely stupid
- A battle to find health and ammo
- Enemies detect you from the most ridiculous distance
- And while not looking
