What do these ratings mean?

I bought this game about a year ago. It is considered to be one of the best titles for the PSP. I do not know why though. I was sort of mad at myself for getting it. It is an above average game but I expected more. It seemed to have lackluster graphics and it was horribly hard to control. Once you get the hang of it , it is a little fun but it is nothing special.
