What do these ratings mean?

All I have to say is that Driver2 is one of the best Driving games I have ever played on the Playstation. It may not have the best graphics, but it plays pretty good. I think it is like Grand Theft Auto a little except for the fact you can`t shoot people or go in every building you see and steal something or carry around weapons. It is still OK game though I have to admit that though.
