People wanted a free roamer where you can do absolutely anything you want, be your own person, thats what GTA provides..
GTA is, as most seem to miss, an RPG. You may be thinking "well duh", but most people I talk to say "ohhh yeah...of course!". GTA sets the standard for RPGs, and I am proud to say that it is THE ONLY RPG in the world that I even remotely enjoy. I can see why this game is liked, but im not exactly a 'liker' of RPGs... I give it a fair score based on what it tried to do...but my tilt isnt all that hot...

Video games is such a diverse medium that it is somewhat easy to forget that differing opinions, however alien they may be to your own, are welcome for a critical debate.
