What do these ratings mean?

  This game has a good idea, its just not as good as Maxis could've made it.  I mean, why make it so awesome on the PC, but crappy on the other consoles?  If they had added the awesome extras that are on the PC, this would be a great game, maybe even better than the PC because of two player.  So if I were you, get it if you don't have it on PC, but if you do, don't even look at it.
