What do these ratings mean?

it was a good game and very enjoyable with all the newly defined weapons and all, but the graphics have been the same for the past 2 games you could make it look alot cleare and maybe show the fact that your spartan is a 1 of a kind super human way ahead of its race and the galaxy depends on its unique 20 milisecond reaction time sheesh, but still good game, i was sort of disapointed about it though, it was lower than my excpectations with all the hype and everything, not worth 60 bucks, id say 45-50 is more reasonable,
