What do these ratings mean?

I have to give this game a C because it is average at best.  There is no real hook for me to draw me into the story.  The mini-games are quite bland and repetitive.  The map seems really small to me.  It's like they forgot to add some creativity when brewing this game up.  I understand that it is pretty much a launch title but they could have elaborated a little more.  This game is not in the same class as GTA at all.  I played about 15 hours of it and stopped, bored.  The online games are fun but when you get a big session lags happen.  Maybe they will try again?  Who cares.
