What do these ratings mean?

As I played this game for about a half hour, I wanted to break it in half. They drop you off in the world and you have no idea what's going on. All I know is that someone kidnapped his sister but I can't tell if he's happy or sad about that because it the most worse voice acting in a game i have seen to date. I could not figure out how the combat system worked because I kept dieing and spawning somewhere. After I used all my healing things it just got worse. It was barely able to keep my attention, but after 30 small minutes, I just got up and left, which is a first for me. For some people this game may be playable, but I am not one of those people apparently. If you are looking for the next Elder Scrolls, this is not it, but shows you why Bethesda can do what they do good.
