The other thing is to make a Wii-U with the game pad and one without it will confuse consumers. The more dedicated gamer knows what they will get but the majority of the consumers have to be convinced on why they should get one over the other. It's the same reason I think the PS3 had a hard time in the first year or so; there was two versions and the cheaper version had less hard drive space and gutted features, which looked undesirable compared to the other version.
