The Persona 5 Tactica Satanael is described as “The Ultimate Mask” Persona in achievements and trophies. It is indeed the strongest Persona that you can fuse in P5T and is a throwback to Satanael being the ultimate Persona for the Fool Arcana or the protagonist, Ren Amamiya, in the mainline Persona 5. It is described as the archangel who is the form of Satan before he fell and the second son of God. However, this dark angel cannot be created through Persona fusion from the start or just by playing the main campaign. How to unlock Persona 5 Tactica Satanael
To unlock Satanael in Persona 5 Tactica, you need to complete every quest in the game.
Satanael comes with the Auto-Riser passive ability that gives a character three turns of increased attack, defense, and speed at the start of a battle. You sadly can’t cast Heat Riser as an ability, but it’s still a strong skill. I decided to give him Triumphant Cheer from Beelzebub in the empty skill slot, but Invigorate 3 is a good choice too. Fusing it requires a ritual that includes Anzu, Ishtar, Michael, Satan, and Lucifer.
All of the side quests are optional, though they tend to be more difficult that the regular missions. The most challenging quests ask you to defeat every enemy on the board or reach a particular location on the map in just a single turn. It might get frustrating enough that you choose to ignore them in favor of getting through the main story.
However, the rewards for finishing quests are substantial and include heaps of additional GP. If you’re able to complete the quests in each Kingdom, you’ll also unlock additional Personas: Principality for the first Kingdom, Seth for the second, Black Frost for the third, and Shiva for the fourth. (We had trouble getting Shiva to appear in the fusion ritual list, but this bug might be fixed in an update.)
