There are no steering wheel tokens for the Hot Rod Partners co-op mini-game in the list of milestones for this event, so you don’t have to worry about this banner too much when it appears around the time that the partner event ends. For the most part, this event is a return to normal as far as main events are concerned.
The Shamrock Shenanigans main event should be a relatively easy banner to complete compared to most other banners, simply because you can earn event points by landing on Chance, Community Chest, and Railroad spaces. Due to this, it combines very well with the Horseshoe Games tournament, as railroads will contribute points to both events. The best-case scenario is to land on the Chance space that leads you to the nearest railroad while having a x1000 multiplier.
