This is an understandably frustrating issue. Thankfully, it’s one the development team is aiming to address immediately. The bug has been added to Infinity Ward’s Modern Warfare Trello page, which lists known issues the developers are actively working on. Of course, that means there’s no official fix yet. Thankfully, there are a few workarounds.
The first and easiest way to fix the “Shaders installation is paused” error is to scan and repair the game through the Battle.net launcher. To do this, click on the Modern Warfare icon, click on the Options button, then choose Scan and Repair. This will take a little time, but users on various forums have reported that scanning and repairing the game allows the shader installation to proceed as usual.
The second option is to completely uninstall and then reinstall Call of Duty: Modern Warfare. This will take the longest time, and there’s no guarantee it will work. However, a handful of players have reported that a fresh installation allows the shader installation to complete relatively quickly.
