After digging through the game and its contents, we can, unfortunately, confirm that there is no Dynasty Warriors 9 Character Creation whatsoever to be found in this latest entry in the long-running series. Though it has jumped from small mission-based maps to the open-world setting of China, it seems Koei Tecmo was not interested in also adding a Character Creation system.
The lack of Dynasty Warriors 9 Character Creation is unfortunate for players that wanted to create their own unique character to roam China with, but it does have one of the largest character rosters of any game in the series to date. With more than 90 characters to choose from, there are certainly plenty enough to sift through and find that one character that just clicks with you.
It is too bad that there are so many and that you have to unlock them before being able to try them, but there is certain to be one of the 90 that fits your preference and gameplay style. Though it is no replacement for a Dynasty Warriors 9 Character Creation, there are certainly more than enough playable characters.
