Add -dev parameter to the game shortcut.
("C:Program FilesTHQDawn of War - SoulstormSoulstorm.exe" -Dev)Bring up the console to enable cheats:
CTRL + SHIFT + ~Some cheats only work for Skirmish Mode
Make sure "Allow Cheats" under Game Options is set to YES.
