The Division 2 SHD Network bug occurs after you’re told to head to Capitol Hill upon completing the Federal Emergency Bunker mission. You’re told to bring the satellites back online, and then a cutscene plays out ahead of you officially completing it.
However, players are finding that the cutscene cuts out on them and leaves them unable to move. If people manage to get out of the cutscene and try to interact with the computer again to complete this mission, another glitch blocks them from doing so. Either way, you’re stranded in the White House with no means of completing this task.
Threads have popped up on Ubisoft’s technical forums, including for PC and Xbox One, as players seek an answer for this problem. Others have reported similar issues on the game’s Reddit page too.

Ubisoft support staff, replying to the above threads, have stated that the team are looking for a Division 2 SHD Network bug fix. That’s the only information we have on this problem being resolved, and we hope it won’t be too long before it is.
Some players, such as forum user Rehtarded, have revealed that matchmaking with a group of strangers has been found to act as a workaround for this sometimes. It hasn’t helped everyone though. Your best chance is to attempt this quick fix and, if it works for you then great. If it doesn’t, you’ll have to wait for Ubisoft’s official patch.
