The Control Ashtray maze is located in the Research sector and you can stumble upon it pretty early in the game. If you just go to Central Research and you’ll see a door on the upper level on the eastern side of the map with a sign that reads “Dimensional Research” above it. Go through there and then through the long hallway with a bottomless pit on both sides. Don’t fall in.

From there, you’ll stumble into the Ashtray Maze, which looks like a hotel. But it’s no normal hotel. The trick is that you can’t get to the end of the Ashtray Maze until the story calls for it. So even though it seems like a puzzle for you to solve, it isn’t. You’re only wasting your time running in circles.

Getting to the end of the Ashtray Maze requires a certain item. And you can only get that item from a story mission. Near the end of the game, you’ll be asked to go to the Ashtray Maze and you’ll be stopped. You then have to get something from Ahti in his quarters in the Maintenance Sector. From there, you can warp straight to the Ashtray Maze and finally make it to the end. It’s quite a journey, so hopefully you’re prepared for one of the bigger set pieces of the game.
