To get to Apex Electronics, the entrance to The Well is an elevator located next to Jemison Mercantile in the spaceport of New Atlantis. You can also teleport to Mast Headquarters and take the elevator near the subway NAT line to reach The Well. From there, you will want to head to the Trade Authority and right next to the entrance will be Apex Electronics.

You might have skipped over Apex Electronics the first time through given that the vendor doesn’t have that much to sell. In fact, the other vendor sitting in the store named Vicente Salinas who, after a side quest, opens a lucrative weapon shop will likely take your focus away.
