Cyberpunk 2077 Flashlight: Is There a Flashlight or Night Vision in 2.0 Update or Phantom Liberty?

I wondered if Cyberpunk 2077 had a flashlight as soon as I entered the Maelstrom base/food factory early on in the game. It’s an extremely dark environment and a harbinger of things to come. There are many low-vision areas in the game, so you’d figure that night-vision implants or at least a weapon-mounted flashlight would be available.
