You can still get Victini in Pokemon Go in 2023. It was originally released in Pokemon Go as a reward for attendees of Go Fest 2020. However, in November 2020, Niantic released the Investigate a Mysterious Energy Special Research Quest, which allowed all players to catch Victini.

To get Victini in Pokemon Go, you must complete the Investigate a Mysterious Energy Special Research Quest. This quest is available to all players, regardless of whether or not they attended Go Fest 2020.

How to unlock Investigate a Mysterious Energy quest

The Investigate a Mysterious Energy quest is a special research quest in Pokemon Go that allows players to catch the Mythical Pokémon Victini. To unlock this quest, you must have completed part 5/7 of A Thousand-Year Slumber special research quest. Fortunately, it’s not timed, so you can complete it at your own pace.
