Persona 5 Tactica Best Characters: Tier List of Phantom Thieves Party Members

The Persona 5 Tactica best characters can be boiled down to just a few. It might seem like a crime to differentiate the various party members of the beloved Phantom Thieves. But since you can only select three members on your team in any given mission, you’ll need to make some hard choices. Some characters are better than others due to their skill trees, movement speed, Persona skills, and overall combat prowess. Here’s a tier list of the best party members for P5T.

Who are the Persona 5 Tactica best characters?

The following is a tier list that ranks each Phantom Thief in Persona 5 Tactica, giving the best characters a grade of A or S and the average characters a B or C rating:

  • S Tier
    • Panther / Ann – Panther has an incredible toolkit. Agi spells inflict a lot of damage and her attack-raising Tarukaja remains relevant throughout the game. Her Femme Fatale special also lets her take an additional action. And her passive ability of raising everyone’s max SP is incredible.
  • A Tier
    • Fox / Yusuke – The Bufu spells are among the best in the game because of the Freeze status effect which is amazing for crowd control. His Decoy special can be done as a free action and can absorb a lot of damage from enemy attacks.
    • Skull / Ryuji – Skull is a heavy-hitter and the Shock status effect for Zio spells is good for crowd control, though not the best. His Brigantine Blitzkrieg has incredible range as well. Having more HP as a massive never hurts either.
    • Queen / Makoto – Queen is here mainly here because of her Media and Mediarama spells, which can reach across the board for emergency healing. One of the endgame skills also increases her movement by 2 at full health.
  • B Tier
    • Joker / Yu – It’s hard not to play as, well, you. But the Despair status effect for Eiha spells only grant movement speed. His defensive Rakukaja skills are decent in the right spots.
    • Mona / Morgana – Mona is built for speed and can sweep targets away with his Garu skills and Winds of Time special. But pushing back enemies is only good in certain situations.
  • C Tier
    • Noir / Haru – While she has high gun damage, Psio skills don’t do a lot of damage and Hypnotize is not the best status effect for crowd control. Her movement speed is also dismal at 4 spaces.
    • Erina – Sadly, this new character to the roster cannot equip a Persona. Her HP and SP still keeps up with the rest of the party, but not having a Sub-Persona means she doesn’t have access to their skills.

Each Phantom Thief is strong enough so that you can pick your favorites, but if you want to challenge the higher difficulty settings, you’ll want to bring the best of the best. For an aggressive party, Ann, Yosuke, and Ryuji form a very solid team. So long as you have them equipped with a Persona with Media or other mass healing skill, they will excel almost every battle.
