Firstly, you can try logging out of the character selection screen, and then logging back into it. Once you have done this, you can try the first mission again and see if the enemies spawn.

If they do, then great. If not, however, you can try this instead. Head into the White House itself, and climb up the stairs. You will come across a room with a few survivors in it, including a woman who is sitting at a desk. She’s on a laptop, with a map out on her table, and five clipboards with forms on them.

Look behind her and you’ll see a red set of double doors. You must go through this doorway to trigger a cutscene. This will allow you to progress on through the mission, if the glitch doesn’t bring enemies your way.
