The only way currently to get the Jubilation Fortnite emote is through purchasing it in the game’s official in-game cash shop. It was recently unveiled by Epic Games through the game’s official Twitter page, in which it was both announced and released at the same time.

You can then equip to your character before any Battle Royale match and then use it in before or even in the middle of the match.
