It's recommended that you create a guard position near your ToL and alter it's Asset's Guard behavior to GUARD ToL. This will keep enemies from easily penetrating the center of your city. Now by sending out guards to the rest of your territories you will create a menacing problem for all our your opponents. The more guards you have the more an enemy is going to have to do to attack part of your territory.
