The only way to fix the Rage 2 Project Dagger tank bug is to make sure that you complete all of the prerequisites for the Project Dagger mission. These include the challenges set by all three faction leaders before you get the tank. Just make sure that all of these missions are ticked in their checkboxes before you get into the tank itself. If they aren’t, go and complete them first.

Once these are done, you can jump into the tank and drive it to Authority Base. If you haven’t, you’ll have to reload an earlier save and complete these tasks before you enter the tank. If you don’t, the chances of you getting stuck again are extremely high. Don’t say we haven’t warned you now.
