The Blind Well is a horde-mode style event. You need to charge the totem in this area using a Charge of Light token, which will kick off each Tier’s waves of enemies. Complete this challenge and you’ll be rewarded handsomely.

The problem is that you can’t activate the Blind Well using these Charge of Light tokens. There are a slew of threads on the game’s Reddit page with players asking if the event is broken for everyone else. Judging by the number of threads, and the replies to those original posts, it’s a widespread bug.
