Once you've plopped down a Town Hall, you will have access to the expensive but necessary Fire Station. You definitely don't want to be caught off-guard when a fire breaks out and you have no Fire Station around to help, since fires can spread and several Sims might die. This is especially concerning if you have a mining town or have a lot of high-density industrial buildings. Also, opt to place the fire department in a central location so that the fire truck doesn't need to travel too far to reach fires.
