To find the portals, you must accept and finish the Eyes on the Moon quest. After completing the first few story missions in Shadowkeep, the Guardians will need to go to the Tower and speak to Ikora, who will tell you about the Vex invasion and give you the quest.

Your goal, if you choose to accept it, is to kill three Vex Gate Lords and earn 100 Vex, something that any skilled Guardian should be capable of doing at this point. However, it’s not that simple because you have to find the Vex Offensive Portals, which aren’t always active and are baffling many players. Thankfully, there is a way to predict where they will spawn, so here is what you must do.

The portals open roughly two to three minutes after a Public Event concludes. As soon as you see one Public Event popping up on the map, you should make haste. It’s up to you if you want to complete the event or just hang around, but after a few minutes you’ll see a huge portal open up in the area. As soon as the portal triggers, a Gate Lord boss appears leading his Vex army.

Now all you have to do is beat this boss and repeat the above method to find the two remaining portals. When you are done with the Vex, you should have everything that you need complete the Eyes on the Moon quest.
