If you have a high approval/romance with Josephine this quest will become available after completing "Of Somewhat Fallen Fortune" when you talk to Josephine more about herself.  It's fairly simple, travel to Orlais and buy the item with her family crest on it at a vendor in the main courtyard.  Then all you have to do is return the item to Josephine.
