We spent 180 coins and never got it, so it’s very likely that it is indeed rigged. The “BS” in BS Roulette stands for “Bonus Spin” in the game but it’s clear that it’s just a joke.

In order to win, you have to play at least once. After losing, head outside and speak to the new person lurking right outside the building. This person (who looks very suspiciously like Edward Roulette, the guy scamming you with the roulette) offers to give you the answer if you give them 90 coins. Agree to this shady deal.

In order to get to BS Roulette, go to Port Town of Brisk, which is a little after the mines. From the save point in Port Town of Brisk, go between the markets and then up then stairs. From there, turn right at the two hanging lights. Go onto the little ledge and then jump down to the grassy area between the two buildings. Walk forward and it’s the first open door on the left.
