Capcom Not Allowing Game Save Reset for Resident Evil 3DS

All versions of Resident Evil: The Mercenaries 3D have been found not to allow players to reset their save data, with the following line in the manual clearing stating that "saved data on this software cannot be reset".

One reason Capcom would do this could be the fact that this is partly a multiplayer game, and they don't want to see people resetting their data to screw up the leaderboards. But the more cutting culprit would be that they want to restrict used game sales by stopping trading altogether. I mean, you can't give this game to anybody else, even as a gift, unless you want them playing off your save data…

Is this measure too invasive?
