Many World of Warcraft players have been wondering how they fulfill the requirements to unlock the third artifact appearance in Legion. Some have proclaimed wild rumors including artifact level requirements, mythic completion, and more. The truth is actually much more simple.
We unlocked the required Balance of Power questline on two characters after completing our Order Hall campaign and obtaining our second Artifact Knowledge book (+50%). This requires two sets of four days (eight total) to complete. In addition to these requirements, you will need Honored reputation with the Court of Farondis and 30 Blood of Sargeras during the questline.
Within seconds of obtaining this we were given a quest sending us to Azsuna where we met up with several major characters and completed a couple outdoor quests. We were then sent into two specific Mythic Dungeons, one of which was Eye of Azshara, and the other Black Rook Hold.
After completing these two Mythics we met up with the NPCs in Azsuna again, encountered some storytelling, and then sent to the Mythic version of Darkheart Thicket. This served as the last step before raiding, as the follow up quest asked us to go to Emerald Nightmare (first Legion raid) to kill Xavius, the final boss.
Put simply, finish your Order Hall campaign and keep feeding your Artifact Knowledge unlocks and you will soon be introduced to the Balance of Power quest line.
