To unlock Bandit in multiplayer, you need to become the host of the session and then get through the third stage.
At the time of writing, developer Hopoo Games has acknowledged and identified this issue on the official Risk of Rain Discord. In the #rorr-bug-reports channel, a stickied thread of “Known Issues” shares that “Bandit currently won’t unlock for non-host players in online co-op.” It’s unclear when this bug will be fixed, but at least there’s a roundabout way to get Bandit anyway. The developer promises that this issue will be fixed in an upcoming patch as soon as possible.
Another bug in online co-op play occurs if a client has a poor connection. Using Mercenary’s alternate secondary ability when this happens can cause the player to lock in place. The team is also investigating issues with various crashes that may have to do with the control rebinding on PC and possibly having an unrecognized controller or other USB devices connected to your computer.
