You get this mission from Silas, who you probably saw right outside of Edgewater in the beginning of the game. He’s the dirty man near a bridge going into Edgewater. Once you speak to him, you’ll eventually get the option to help him collect gravesite fees from four different people. Accept and be on your way.

Conrad is in his barbershop in Edgewater. Going up to him won’t automatically get him to comply since he’s broke. After you’re done talking to him, go into the back room of the barbershop and examine the paper in the picture below. After looking at it, go talk to Conrad and you’ll have an idea on how he can pay his dues.

Martin Abernathy is also in Edgewater. You can find him in his home. He will give you a separate mission that you don’t have to do for this quest. It involves going to the community center outside of town getting him some medicine.

Ludwig Miller is a robo-racist nutcase that you will find wandering around the landing pad outside of Edgewater but still on Terra 2. Just ask for his gravesite fees and he should be fine. He will, however, give you some more quests but you don’t have to them for this mission.
