It’s expected that most players will play the game first on a current-gen console, wanting to transfer their save file over to a next-gen machine.

This was confirmed in an interview on Gamespot. The game’s live producer Lathieeshe Thillainathan explained that players “don’t need to start over” again. The cross-save functionality, meanwhile, is limited to console manufacturers for singleplayer. For example, a PS4 Watch Dogs: Legion save file can only be transferred to a PS5 and vice-versa. Xbox One can only transfer to Series X/Series S. PC, though, can transfer from PC and Stadia. Players can move the save file around as many times as they like.
Online save-file transfers are cross-gen, too, when online multiplayer is eventually added to the game. In fact, cross-save for the online modes will work across all platforms. This means that a player’s online progress is shared across the PlayStation consoles, Xbox consoles, PC, and Stadia. Again, though, single-player is restricted to consoles from the same company (aside from PC and Stadia cross-save).
